Could you please explain why this PR is needed? Is it just to retroactively add releasenotes for v0.12.5? Cuz that was released back in Sep. If it is, I still see different commits in the original release and the release notes here.

This was supposed to be v0.12.6. I.e. this is for creating a new release. I don't know how I missed the version.

I'll create a new PR. It is too confusing to modify this when I have the tag in the branch name...
